REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR CONSULTANCY SERVICES FOR THE DEVELOPMENT OF A FIVE-YEAR STRATEGIC PLAN (2027–2031)
BACKGROUND
Masters Finance Limited is a Malawian owned deposit-taking microfinance institution registered under the Companies Act 2013 and regulated by the Reserve Bank of Malawi. The company was founded to promote financial inclusion and economic empowerment by providing innovative, accessible, and sustainable financial services to economically active individuals, small businesses, and low-income groups across the country.
REQUEST FOR EXPRESSIONS OF INTEREST
Masters Finance Limited seeks to engage the services of a suitably qualified and experienced consulting firm or individual consultant to facilitate the development of its Five-Year Strategic Plan (2027–2031).
The Strategic Plan will provide the institution with a clear strategic direction and implementation framework to support sustainable growth, strengthen institutional capacity, enhance operational efficiency, promote innovation and digital transformation, and ensure continued regulatory compliance while responding to the evolving financial services landscape.
Suitably qualified consultants are invited to submit Expressions of Interest (EOIs) that should include:
- Business profile, including legal status and areas of specialization.
- Demonstrated experience in facilitating strategic planning assignments for local financial institutions, microfinance institutions, banks, or similar organizations
- A detailed description of the proposed methodology and approach to developing the strategic plan.
- Details of the proposed lead consultant and key team members, including their qualifications, relevant experience, and roles in the assignment.
- At least three (3) references for similar strategic planning assignments successfully completed within the last five years.
- An indicative work plan and proposed timeline with deliverables for completion of the assignment.
- A financial proposal detailing the consultancy fees and any other associated costs.
SCOPE OF THE ASSIGNMENT
The successful consultant will be expected to:
- Conduct a comprehensive situational and institutional assessment.
- Review relevant corporate documents, policies, reports, and regulatory requirements.
- Engage key internal and external stakeholders.
- Facilitate strategic planning workshops with Management and the Board of Directors.
- Develop the Vision, Mission, Core Values, Strategic Goals, Objectives, Key Performance Indicators (KPIs), and Strategic Initiatives.
- Prepare a Results Framework, Monitoring and Evaluation Framework, and Implementation Plan.
- Develop a comprehensive Five-Year Strategic Plan document and present the final draft to Management and the Board for approval.
- Incorporate comments from Management and the Board and submit the final approved Strategic Plan in both editable and PDF formats.
EXPRESSION OF INTEREST SUBMISSION
Completed proposals shall be submitted in one sealed outer envelope clearly marked “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR THE DEVELOPMENT OF A FIVE-YEAR STRATEGIC PLAN (2027–2031)”. The outer envelope shall contain two separate sealed envelopes marked “Technical Proposal for Consultancy Services for the Development of a Five-Year Strategic Plan (2027–2031)” and the other one marked “Financial Proposal for Consultancy Services for the Development of a Five-Year Strategic Plan (2027–2031)”. The proposals must be submitted to Masters Finance Limited at the address below by or before 14:00hrs on Friday 31st July 2026.
